This paper presents the results of a study which was conducted to explore the obstacles, challenges, and opportunities to support scholarships on the PhD level as part of the CyberCorps{\textregistered}: Scholarship for Service program. The benefits of this study go beyond the CyberCorps{\textregistered}: Scholarship for Service program itself in that it may provide guidance to other similarly structured programs.",
