Abstract

In the United States, there has been a search for metrics to measure the condition at the nation's border, with emphasis on border security. A goal is to produce a single metric or perhaps several metrics that could be used to assess whether the security at the border has improved or gotten worse. This paper considers metrics for the border condition and what claims using these metrics are meaningful, using a precise concept of meaningfulness from the theory of measurement.
